The New Price Tag For The Track

The Property and Transportation Meeting on April 4,2006 was an important meeting for the taxpayers of the school district. The new estimated costs for a synthetic track were presented to the school board.

The meeting was orchestrated primarily with students who want a new facility. Three adult, citizen taxpayers spoke against and one Oley teacher spoke for the enterprise.

The base cost of a track would be $847,606. This number is far different from the $350,000 initially promoted to the community by the board.

If various amenities were added, the resulting permutations of the project could raise the outlay to $1,318,825.

However, because of the taxpayer concerns expressed at public meetings, the architect indicated that with modifications, the cost could be lowered to $609,089.

A board member asked about the estimations on a stone/cinder track. The price could be lowered to approximately $240,000.

Unfortunately, track supporters and fundraisers have taken the stance that no funds would be spent on anything other than a synthetic track.

According to a supporter, the primary beneficiaries of the track are the one hundred and fifty students who participate in the sport. There are nearly two thousand other students who will see little or no benefit from spending up to $1,318,825 on a non-educational undertaking.

Two speakers challenged some board members public comments that the track expenditure would have no effect on taxes. They said that regardless of whether the money is spent from the General Fund or from the Capital Reserve Fund, the new facility would affect millage. The board did not contest the speakers.

The track has become a symbol of how the school board spends our hard earned tax dollars.

Robert A. Heckman, board President, said he "will do what is best for education" in the district.

The taxpayers and the student body will be awaiting the board's pledge to the future of the children.

Mr. Heckman says alot of things, but if you look at his record over the past 17 years, he and the rest of the board have spent alot of our money on non-educational items. It is time for this school board to prove that ALL the children need to be educated equally with our tax dollars. The track needs to be funded from fundraisers and outside donations. We cannot continue to let this board recklessly spend our money on anything they want. We also need Mr. Heckman off the board, 17 years is way too long!

Mr. Heckman and the rest of the board also said we needed a $20 million middle school because of the number of children in this district was rising, in fact our enrollment has gone down and the class called the "bubble" is moving to the high school next year. Now what, a new high school.

We all want a school district which is regarded as one of the best in the county. We want our children to achieve both academically and physically. However, the tax burden is one in which is growing out of control. We need the Oley township supervisors to open up the district to development if we don't want out taxes to continue to spiral out of control. Architecturally pleasing office buildings and shopping centers will reduce the tax burden to the homeowner and allow for some sophisticated growth while allowing for the preservation of the historical feel of the area. If we don't want the burden of yearly out of control tax increases, we better come to terms with the necessity of development.

Let's not forget that the highly praised "Pristine" Oley Valley is less than 15 miles from good old Reading, Pa. How many folks are going to seek out a location with rapidly rising taxes, that's a stone's throw from one of the most dangerous cities in the entire country?

Hello Folks:

Haven't written for awhile, wanting to see what others in the community felt toward the board and the administration, and it looks like the "fine people" as Dr. Moser would say, are finally waking up.

Getting back to something mentioned on the blog early on in the blogging process:

TAXPAYERS - ARE YOU AWARE OF THE ABSENTEEISM AMONG THE TEACHING STAFF OF THE OLEY SCHOOL DISTRICT?

ARE YOU AWARE THAT DR. ZACKON'S STEPSON IS WORKING NEARLY EVERY DAY AT THE OLEY SCHOOL DISTRICT AS A SUBSTITUTE, AND THAT HE MUST BE CALLED IN BEFORE ANY OTHER SUBSTITUTES ARE CALLED PER THE ORDER OF OUR ILLUSTRIOUS LEADER?

THE OLEY SCHOOL DISTRICT HAS A NEPOTISM POLICY BUT DOES NOT SEEM TO FOLLOW IT.

WE ALWAYS HEAR FROM THIS SCHOOL DISTRICT THAT THERE ARE NOT ENOUGH SUBSTITUTES OUT THERE, AND WE NEVER HAVE ENOUGH SUBS TO CALL IN. WONDER WHY THAT IS. COULD IT BE THE FACT THAT OUR TEACHERS ARE ALWAYS OUT AND ALLOWED TO BE OUT, AS SOME OF THIS TIME IS SCHEDULED AND APPROVED BY DR. ZACKON.

TO BRING UP THIS ISSUE AGAIN - ON RESEARCH UP AT THE SCHOOL WITH THEIR OWN RECORDS, WHICH INCIDENTALLY, WHEN THEY INFORMED ME THAT MY NUMBERS WERE INCORRECT AND THEY DID A RECOUNT, ALL OF A SUDDEN THE NUMBERS DID NOT MATCH. CAN YOU IMAGINE THAT. I WAS TOLD AT THE BOARD MEETING THAT MY NUMBERS WERE INCORRECT, SO I MADE AN APPOINTMENT TO GO BACK AND REVIEW WHAT I HAD COPIED DOWN THAT DAY, AND SUDDENLY I AM GIVEN COPIES OF THE PAPERS THAT I HAD LOOKED AT. I WAS TOLD THAT I HAD THE COPIES THE FIRST TIME, WHICH I DID NOT, I HAD THE ORIGINALS, AS IT IS VERY EASY TO TELL WHAT IS A COPY AND WHAT IS AN ORIGINAL, ESPECIALLY WHEN ONE IS A SECRETARY. THE SCHOOL SECRETARY TOLD ME THAT SHE WORKS FROM COPIES. WHY WOULD THAT BE. WHY WOULD SHE NOT BE WORKING FROM THE ORIGINALS. WHY WOULD THE SCHOOL DISTRICT WASTE OUR HARD EARNED MONEY TO HAVE THE SECRETARY WORK FROM COPIES.

THE REASON IS THAT THESE PAPERS WERE DOCTORED. I CHALLENGE THE SCHOOL DISTRICT TO BRING THE ORIGINAL DOCUMENTS AND THE COPIED DOCUMENTS TO THE NEXT MEETING, IF THEY DO NOT HAVE ANYTHING TO HIDE.

THE TAXPAYERS HAVE THE RIGHT TO SEE THE ORIGINALS, AND IF THE SCHOOL HAS NOTHING TO HIDE, WHY WON'T THEY SHOW ME THE ORIGINALS THAT I SAW IN THE FIRST INSTANCE.

THIS SCHOOL DISTRICT BUDGETS OVER $200,000 A FISCAL YEAR FOR SUBSTITUTES. WHY IS THIS SCHOOL DISTRICT WILLING TO SPEND $200,000 ON SUBSTITUTES AND NOT $200,000 ON EDUCATION.

REMEMBER NOW - THESE SUBSTITUTES DO NOT HAVE TO BE REAL TEACHERS. BEACUSE OF A SUBSTITUTE SHORTAGE, THE STATE OF PENNSYLVANIA HAS A PROGRAM WHEREBY COLLEGE GRADUATES CAN BE QUICKLY CERTIFIED, (SOMETHING LIKE TWO MONTHS OR SO), TO BECOME A GUEST TEACHER.

THE STARTING SALARY OF THESE SUBSTITUTES IS $70.00 A DAY. AFTER 10 DAYS, THEIR PAY IS INCREASED BY $5.00 AND AGAIN IN $5.00 INCREMENTS FOR EACH TEN DAYS THEY WORK, UP TO, I BELIEVE THE FIGURE I WAS GIVEN WAS $90. WOW! I WOULD LIKE TO GET A PAY RAISE EVERY TEN DAYS.

NOW REMEMBER, OUR TEACHERS ARE NOT TEACHING EVERY PERIOD OF EVERY DAY AT SCHOOL, AND WE HAVE THESE PEOPLE COMING IN FOR OUR TEACHERS (WHO ADDITIONALLY ARE BEING PAID THEIR SALARY), AND WOULDN'T IT BE NICE TO MAKE $90 FOR ABOUT 2-3 HOURS WORK.

IN ADDITION, WE HAVE FLOATERS SCHEDULED ALMOST EVERY DAY. PERHAPS ABOUT 4-5 OR MORE. AS FOR THE PSSAs, I THINK THERE WERE ABOUT 57 (TO MY COUNT) IN THE FOUR DAYS OF THE PSSAs. THAT IS IN ADDITION TO THE OTHER TEACHERS WHO MIGHT HAVE BEEN ABSENT ON THOSE FOUR DAYS. THESE WERE EXTRA PEOPLE. WHAT EXACTLY WERE THESE PEOPLE DOING? ON THE LOW END THIS COST THE SCHOOL $3,990 FOR FOUR DAYS OF EXTRA HELP!!!!!!!!!!!

WHAT WERE OUR TEACHERS DOING? I BELIEVE I HEARD SOMEONE SAY THAT THESE FLOATERS WERE THERE TO GIVE THE TEACHERS A BREAK. I WOULD LOVE TO HAVE A FLOATER COME IN WHERE I WORK AND RELIEVE ME OF MY DUTIES ON A DAILY BASIS, AND THE KICKER IS, YOU ARE PAYING FOR THIS.

THE INITIAL FIGURE THAT I RESEARCHED WAS THAT WE HAD 1,144 TEACHER ABSENCES IN 110 DAYS OF SCHOOL THAT THE CHILDREN ATTENDED. WHEN I WENT BACK TO CHECK MY NUMBERS, I FOUND OUT THAT I HAD INDEED MISCOUNTED SOME OF THE LONG-TERM SUBSTITUTES. HOWEVER, THESE WERE NOT CLEARLY MARKED ON THE ORIGINALS THAT I HAD SEEN, BUT THEY INDEED WERE MARKED ON THE COPIES THAT I WAS GIVEN THE SECOND TIME AROUND.

WHY IS OUR SCHOOL DISTRICT GOING TO GREAT LENGTHS TO COVER UP WHAT THE PUBLIC SEES? I THINK ITS ABOUT TIME THAT WE DEMAND TO SEE ACTUAL FIGURES, ORIGINAL DOCUMENTS, ETC., AND I AGAIN CHALLENGE THE SCHOOL DISTRICT TO PROVIDE THESE. THIS INFORMATION IS WTIHIN THE SCOPE OF WHAT TAXPAYERS ARE ALLOWED TO SEE AS A PUBLIC RECORD.

IF YOU HAVE NOTHING TO HIDE, DR. ZACKON, LET US FORM A COMMITTEE TO COME IN AND SEE ALL THE FINANCIALS, AND ALL THE ORIGINAL DOCUMENTS AND RECORDS THAT YOU KEEP, THAT THE TAXPAYERS ARE ALLOWED TO SEE.

HAD THIS SCHOOL DISTRICT NOT BEEN MISMANAGED FOR THE LAST 10 YEARS, PERHAPS WE MIGHT BE ABLE TO GIVE OUR TRACK STUDENTS THE NEW TRACK THAT THEY DESIRE.

HOW DO WE KNOW THAT THE TEACHERS ARE BEING CHARGED WITH THEIR SICK TIME AND THAT THE SCHOOL DISTRICT IS NOT DOING THIS AND ALLOWING OUR TEACHERS TO CARRY THEIR SICK DAYS FROM YEAR TO YEAR UNTIL RETIREMENT, WHEN THEY ARE REIMBURSED FOR THESE DAYS?

DR. ZACKON HAS BEEN GIVEN THE AUTHORITY TO GIVE ADDITIONAL TIME OFF IF HE SEES FIT! WHO IS HE TO MAKE THIS DECISION?

INCIDENTALLY, DR. ZACKON HAS SPENT THE LAST WEEK IN SPAIN AND FRANCE WITH THE SPANISH STUDENTS AS A CHAPERONE, AND WILL BE RETURNING SOMETIME IN THE MIDDLE OF NEXT WEEK. HAS HE TAKEN VACATION TIME FOR THIS - OR IS HE NOT BEING CHARGED FOR THIS TIME? I DO NOT BELIEVE THIS IS PART OF HIS SUPERINTENDENTLY DUTIES.

ALSO, HE DID NOT PAY FOR THIS TRIP. HE GOT TO GO FOR FREE. WHO ELSE GOT TO GO FOR FREE. SURELY NOT THE STUDENTS! I UNDERSTAND ALL THE CHAPERONES GET TO GO FOR FREE. WHY COULD HE NOT DONATE HIS FREE TRIP TO A STUDENT WHO MIGHT HAVE WANTED TO GO ON THIS TRIP BUT COULD NOT AFFORD IT. SHAME ON YOU DR ZACKON, FOR AGAIN PROVING TO OUR TAXPAYERS THAT YOU DO NOT CARE ABOUT THIS DISTRICT IN THE LEAST.

I ALSO HEARD THAT THERE WERE SOME STUDENTS WHO WANTED TO GO, BUT THAT THE SLOTS WERE TAKEN UP BY THE TEACHER'S CHILDREN. I CERTAINLY HOPE THEY HAD TO PAY FOR THE TRIP!

HOPE TO SEE EVERYONE AT THE NEXT MEETING, WEDNESDAY, APRIL 12TH AT 6:00 PM, FOR WHAT I AM SURE WILL BE A VERY INFORMATIVE EVENING.

Right on! Everything that was said above is the truth. If you have nothing to hide Zackon, show the taxpayers everything. The way you and the board run this district is discusting, Even the newspaper reporters that come to the meetings cannot believe the way you run this district and how you treat the people that pay your salary. Knock it off, once and for all, or get lost. Someone out there is just waiting to take your place. There are many good folks out in this world that would do a great job for this school district. We need change now!!! Soon we will have to eat bread and water, soup will be a treat.

There was a fund-raiser at the Elem. school this past Saturday, was this for the new track? The track families should be doing fund-raiser's or do they expect the poor taxpayers that cannot put food on the table and pay for medicines, doctor bills, etc dish out the non-educational expense that seems to be changing daily. It went from 300,000 to 900,000 to 1.4 mil to 600,000, first of all what is the cost, and second of all let us see how much money has come in from the outside donations. To pledge is one thing, let us see the cash. Good old George Washington, Lincoln, Hamilton, Grant, and Franklin. Can you figure this out? Show us the money!!

No! Sorry to say. Along time ago I know of 2 women that tried to make a difference on the board but as usual they were out numbered. There are alot of good people in this district that do care for the children, come to the meetings and band with them. If anything else you will meet the nice folks and if more and more people keep coming to the meetings and asking questions and keeping this board held accountable for what they are doing maybe we will be able to change this district and make it what is should be. There is no reason that this small district should have this many problems. Keep the faith. The 2 women that I was referring to still come to the meetings and try to make changes. They have seen alot over the years. Let us bring back this district the way it was in the 70's. I have talked to alot of people in this district and they tell me of the good old times and how great this school district was, even the education was better and the teachers really cared about the children. Keep reading the blogs and stay informed.

In response to a previous post about how dangerous it is in the city of Reading: Reading is loaded with crime, easy to understand. Low wages, high taxes, that is what you get. As for Oley School Taxes, the board's decision to raise taxes higher and higher could accomplish something they are not counting on. Do they think that those literally taxed out of their own homes are actually going to just pack up and leave? Some may, but as the situation escalates, people are going to dig their heels in.....deep. Let's say you're an older couple that has paid into Oley taxes for say...35-40 years. Do you think those sort of people are going to just throw in the towel and give up? The board is wrong. We're not in this alone. Vast numbers of taxpayers in Oley are TICKED OFF. The majority of these good, hard working citizens are NOT going to just say, "Okay, you win Mr. Heckman, Mr. Zackon, etc."

The taxpaying citizens of Oley are not playing your game. The members of the board are ruining what was once a very nice place to live, raise children, and grand children. Learning what the board is really like is a lot like finding out the truth about Santa. We want to believe it will all be great, but we know better.
On a final note, is there not one person on the board that can even attempt to make "that naughty little Cappa boy" behave during the ENTIRE board meeting? You'd think he escaped from Wernersville.

As to the Oley School District of old, it was one of the best in the country. In fact, in the mid-60's, students tested in the 98th percentile in the nation in Iowa Tests which measure true academic knowledge.
I can attest personally to the education of that era. After working in an office for three years and wanting to go to college, I took College Level Exams (CLEP) tests administered by the same people from Princeton who did the SAT's.
My test scores were so high (finals without having taken the college courses) that I virtually received credit for the first two years of college courses. THAT was a good education. Today we have kids "graduating" who cannot read at a level to understand and pass a drivers test. This is a fact. The real tragedy is that well-meaning young teachers really don't know good education because they've been taught with the same flawed system they now teach and that is getting worse as we speak.

There are good "classic" education materials out there -- the homeschoolers across America are using them and their kids are achieving way beyond public school students. This is also a documented fact.

The Oley board of the 50's and 60's was comprised of serious people who owned businesses and were prudent money managers -- personally and for the school. Many were self-made successes coming from very humble beginnings. They truly wanted what was best for education and taxpayers. Heckman and his cronies mounted an attack on them and took over the board. One of the last fine board members of the former era to give up and leave the board had his masters in civil engineering from Cornell and owned a large commercial construction/masonary contracting firm that did the brick and mortar for huge banks, corporate offices and the Berkshire Mall. He left the board when it began building the elementary school in a flood plain at a underestimated building cost. His estimates were right, there's were wrong.

Unfortunately, unless we completely replace this board, there really is no hope for this community -- educationally or financially. They know no bounds or respect for those who pay the bills.

It is disturbing to realize that our school board believes that they are doing a good job. Like the notations mentioned in a previous post, comparing these board members to the members that ran our board in the 60s is impossible. To have our current board members brag about their successful ventures is a riot. To hear ANY of them moan about all of the time they spend and the activities they try to attend is disgusting. They can go to all the activities they want, and be as visible as they want. They still stink at efficiently running a school. Who is responsible for the stupid decision to erect a school in a swamp? Anyone that ever walked these fields over the years, already knew it was not fit for a building. The farmers didn't even try to plant in that area, because their equipment would sink. Now how stupid is that? Anyone could have figured out that a building placed in an area like that would also be constantly at risk for mold.
We need some very special people to run for the school board. According to the current board, they spend a whole lot of time at meetings and doing research. So PLEASE, don't run for this position if you're already pretty busy with your everyday life.
If you like to travel with your family, don't run for this office, because you will miss important meetings.
If you're already retired from your profession, but are not the sharpest tack in the box, stay retired and out harm's way.
If you've been on committees in the past, and notice that people seem relieved when you're off of them, that is a clue, also. Stay home, you're a loser.

If you've been involved with the board through several presidential elections, then you've been here too long, you're not improving with age. Say, "Bye-Bye ...." then pack you stuff and leave.
If you, as a current board member, ever composed and mailed a letter to an elderly cancer patient who you thought was "whining" about his taxes, AND YOU KNOW WHO YOU ARE, ....it's called "karma," PAL, What goes around, comes around. Any mature? adult? professional? that would put into print and mail such a venomous reply to a man dying of cancer, should have no right to ever have any say in how children should be schooled, and how adults should be taxed. Follow the band...out of town.... You....are a disgrace to the entire Oley Valley. If you believe in God, know this, he's got a photographic memory....

I challenge one teacher to take a stand on this school district. I challenge one teacher, a real teacher, one who has worked through prior administrations to please stand up for what they know in their heart to be correct, and challenge Dr. Zackon and the dictatorship that he calls the running of this school district.

I have talked to many of you, heard the things that you accuse him of, and please, for the sake of the children and for what is right, dare to speak against this man, who has singlehandedly ruined the Oley Valley School District.

I know you are out there. I had you as teachers, and I learned, and I want my children to learn.

I know you exist and you do have a voice, and you need to be counted and heard.

I also know that there are teachers and employees of this school district who know to what length this school administration will sink to protect itself.

I have spoken to you also. I would like to know how you can sleep at night, knowing what this administration has made you do, and I am talking illegal things.

Now is the time to take a stand. If you fear for your children and they way they are treated, go public. If enough of the taxpayers go public then someone wlil have to answer.

Where are the parents of the girls on the band bus some years back who were videotaped changing at a parade for a male employee of this school district. Why did you not file charges? I hope this offends the taxpayers of this district, as it should, because this matter was covered up by the very head of our school district, the superintendent.

This incident happened and people know it happened and why was this person not brought up on charges? Why was there a direct link to a pornographic site in this same district not reported. This came from a current board member.

What kind of hold does this superintendent have on our community? I know there are good parents out there who are raising their children to be good children, yet every day you jeopardize these morals by sending them into this zoo that we call a school district.

THIS HAS TO STOP SOMETIME. PLEASE DO SOMETHING BEFORE IT IS TOO LATE!!

Come to the board meetings and express your feelings and opinions.

Ask questions of the families who have not been treated fairly by our administrators. Ask the children. They too can see what is happening, and please do not ever underestimate the intelligence of your children, as the school does.

The time is now to take this school district back into the hands of the taxpayers, and please remember before our board members were board members, they too were just the typical every day person too.

I just read the post about a school board member sending a "less than honorable" letter to a man that was dying of cancer. Can this possible be true? Were we stupid enough to blindly elect a board member with no morals or common sense at all?
Does this board member have any idea what it's like to have cancer? Does anyone know if the man survived? If so, "WE" owe the man an apology. If he did not survive, we owe his family the same.
I saw red when I read that post. My dad died of cancer, and his insurance did not cover all of his expenses, so when tax time came around, it was a disaster. He lost his home and moved in with my family, to live out his final days. I can't imagine someone paying taxes all those years and losing his home. Worse yet, I can't imagine the low life that would actually correspond with the "victim" of cancer in such a crummy way. I pray I never meet the person that sent that letter. This entire thing sickens me, and it should be an eye opener to all of us.

I have read many postings that discuss the lack of respect that taxpayers receive while attending meetings, and I have also seen the poor behavior of board members, talking amongst themselves, etc, and I have also been concerned about the excessive use of 'executive meetings'.

Does the board have an established set of bylaws and appropriate parlimentary procedures? If so, are they published?

It is obvious they do not adhere to 'Robert's Rules' which most other governmental agencies have adopted. If they did, they would have an elected Parlimentarian, who would police the members and public,to ensure such poor behavior did not exist and continue.

Can a Parlimentarian be elected to enforce proper adult like behavior at the board meetings?

WE DO WANT WHAT IS BEST FOR THE CHILDREN, THE TRACK KIDS SHOULD BE TOLD THE TRUTH ABOUT THE 1.2 MIL SITTING IN AN ACCOUNT FOR PENDING LAWSUITS FROM THE MIDDLE SCHOOL BUILDING PROJECT, THAT MONEY COULD OF BEEN USED FOR THE NEW TRACK.. THE BOARD WANTS AND ENJOYS RAISING TAXES EVERY YEAR, THE KIDS SHOULD KNOW THAT THE SCHOOL DISTRICT WAS FINDED FOR MISHANDLING AND SLOPPY BOOKKEEPING PRACTICES. WE HAVE HAD 8 BUSINESS MANAGERS IN 10 YEARS. I HOPE THE KIDS WILL REALIZE WE ARE THE GOOD PEOPLE THAT LOOK OUT FOR EVERYONES INTEREST NOT LIKE THIS SCHOOL BOARD!

How can this school board sleep at night and look themselves in the mirror. What they say and do is completely wrecking this school district. They are complete fools, no brains, idiots. They do not have a conscience. Some say they go to church and are christian, God does not like to see others hurt and in pain so if you are what you say you are go to confession then get off this board and let some honest good people fix the mess you have made.

I hope Don Levan's wife is doing OK and that she knows that the good people of Oley care about her and we hope she will not be forced to move from her home of many years do to this board and the way they keep spending our money on non-educational items. God Bless the Levan family.

Replying to "How can this school board sleep at night". I am amazed that you can name call board members at the same time you question their religious faith. Where are your Christian manners? Jesus Christ was not a name caller and one's faith is between God and him or herself. Judge not, lest ye be judged.

The truth is the truth. Just come to a meeting and see this board in action. You will see what I mean. We are truth tellers. God does not like liars and steelers. He would like to see that everyone can feed and cloth themselves. Oley is just about ending that for some folks with the high tax increases they continue to give us.

Hey, the nurse was not at the board meeting last night. We wanted to meet her. I thought she said that she goes to board meetings. What district does she go to these meetings, not Oley's. I guess she was at a good time PTO meeting.

The same thing happened in Boyertown with the track situation came in with one price and suddenly the price goes up after approval by over $ l80,000. Do you think they come up with these ideas on their own? lol

Why would anyone be such a jerk as to pick on PTO members. (Please don't take the immediate cheap shot - NO I am not a member. These PTO individuals bust their back sides to provide the good activities for the kids and the community, at NO cost to the taxpayers. They help provide wholesome and family oriented activities, volunteering their time, and some inconsiderate jerks feel they should take cheap shots at these individuals for no reason. What a shame!

If you want to tar and feather your elected board members and over paid administrators, that is one thing, but to go after active and concerned parents trying hard to do a good thing, that is pretty pitiful. Who's next, the local red cross executives or the local clergy?
